A letter of qualification is a letter that confirms your are entitled to something, or have the required level of skill for something. For example a lender might send you a letter of qualification confirming that you are eligible to borrow. When transferring your 401K to another to a new employer, your old employer may issue a letter of qualification confirming that the process can proceed.
A letter of qualification is a different form of job application that is becoming more popular with employers. Instead of writing out a long resume, potential job candidates are writing concise letters of qualification. It helps them stand out from the crowd, and makes it easier for job screeners to sort through applications.
